Horses having to have a diaper because they poop on town streets? Well it is done in many big cites where people use them along with horse drawn cabs. But out here in this area? man it can't be that big a deal. I'm sure if the people involved were just asked to shovel it up, well it would solve it's self. People get to into making silly laws.
